Steer Comprehensive Payroll Operations and Champion Best Practices for Exceptional Employee Experiences
Movement Strategy Center is in search of a seasoned Payroll Manager to steer our payroll functions and operations. Reporting to the Director of People & Culture, this individual will partner with leadership to craft payroll strategies in harmony with our organization’s vision, culture, and financial framework.
POSITION OVERVIEW
We are seeking a detail-oriented and experienced Payroll Manager to oversee our organization’s payroll processing and related activities. The Payroll Manager will be responsible for all aspects of the payroll process, ensuring accurate and timely compensation for our employees while maintaining compliance with relevant tax laws, regulations and company policies. The ideal candidate will possess strong leadership skills, a deep understanding of payroll processes, and a commitment to maintaining confidentiality, data accuracy and delivering exceptional employee experiences.

Founded in 2001, Movement Strategy Center over the last two decades has been a social and environmental justice incubator, serving as a movement hub both housing visionaries and emergent networks, and providing core intermediary functions to advance ecosystem-wide impact: resourcing a robust and maturing ecosystem of leaders, networks, and projects, and offering core infrastructure support through fiscal sponsorship and philanthropic services.
In recent years, MSC’s in-house incubation efforts have focused on cross-sector movement building to cultivate the power necessary to accelerate a Just Transition from a world of domination, extraction, and violence, where the few live at the expense of the many – to a world of interdependence, liberation and resilience, where the many govern for the benefit of all. MSC centers Black, Indigenous, and people of color intergenerational systems leaders and networks that are committed to transformation and boldly leaning into the future and whose communities are most impacted by extraction, domination, and violence.

CORE RESPONSIBILITIES
- Manage and oversee the entire payroll process, including data input, calculation, deductions and payments for all employees.
- Stay up to date with relevant payroll laws, regulations, and tax requirements to ensure compliance at all times.
- Collaborate with HR, finance, and other departments to gather and process payroll-related information, such as new hires, terminations, and employee changes.
- Manages and maintains the timecard system for all employees, including training users, set-up of user accounts and maintenance of data and user groups in the system.
- Responds to employees’ and managers’ inquiries regarding payroll, taxes, and benefits related concerns in a timely and professional manner that supports the organization’s culture of responsiveness and open communications.
- Defines and modifies payroll administration policies, procedures, and goals, including maintaining and applying current internal control standards to ensure regulatory compliance. Investigate and resolve discrepancies or errors promptly.
- Collaborate with leadership to design and recommend payroll strategies that align with the company’s goals, culture, and budget.
- Support with benefits enrollment processes, including educating employees about available options, assisting with enrollment, and answering questions.
- Manage regular preparation of reports, including weekly, monthly, quarterly and year-end reports and related legal filings.
EXPECTED HOURS OF WORK
Standard days and hours of work are Monday through Friday, 8:00 a.m. to 5:00p.m. Daily schedule is flexible within the proximity of this time frame, and will be decided in consultation with the supervisor.
TRAVEL
Quarterly domestic travel will be required for organization-wide and team-centered meetings and conferences.

- Extensive knowledge of ADP or comparable HRIS systems.
- Strong analytical and problem solving skills, with the ability to analyze benefits data and recommend strategic improvements.
- Working experience of payroll tax at the federal, state and local levels.
- Ability to collaborate effectively with cross-functional teams and external partners.
- Demonstrated ability to hold information confidential with excellent judgment.
- Strong verbal and written communication skills including proficiency with MS Office.
- Ability to manage and lead staff to excellent performance.
Education and Experience:

Bachelor’s degree from an accredited institution or equivalent relevant experience.

Prior experience with executing and evaluation of internal controls targeted at minimizing operational risks.

Unique working knowledge and 5+ years practical experience in a sizable payroll department (200+ employees).

Experience with leading implementation or adaptation of Payroll and HRIS systems, preferred.

Experience with 501c3/501c4 or hybrid organizations is a plus
Position Type & Compensation

Annual compensation is offered between $90,000.00 – $105,000

MSC’s 100% FTE benefits package includes:
